WhatsApp INR Billing Migration for India: The Dec 31, 2026 Deadline Meta Just Set

Meta launched WhatsApp Business Platform billing localization for India on 1 Jan 2026. From 1 Jan 2027, non-INR WABAs of India-based partners and directly-integrated clients will silently stop delivering messages. The API will not error — deliveries just fail.
Meta's WhatsApp Business Platform pricing documentation quietly ships two things Indian businesses need to know about right now: a hard billing-migration deadline that will silently break WhatsApp deliverability on 1 January 2027, and a set of pricing rules that almost every "WhatsApp API pricing" article gets wrong.
Here is what actually matters — verified against Meta's current documentation.
1. The India INR migration deadline is not optional
Meta launched WhatsApp Business Platform billing localization for India on 1 January 2026. It applies specifically to partners and directly-integrated clients whose Sold-To country is India in Meta's Billing Hub.
If you are one of those customers, all WhatsApp Business Accounts (WABAs) in your business portfolio must migrate to INR billing by 31 December 2026. From 1 January 2027, Meta will no longer deliver the messages of non-INR WABAs of eligible customers.
The word deliver is important. Meta is not going to suspend your API access or bounce your template submissions. The system will accept the message, respond 200 OK, and then silently fail to deliver. That failure mode is significantly more dangerous than an outright error because your monitoring probably will not catch it until deliverability metrics collapse days later.
Who is responsible for the migration
Not you, if you access the WhatsApp Business API through a BSP. The BSP is responsible for calling Meta's WABA Currency Migration API (available since 1 June 2026) to switch each of your WABAs to INR. You cannot do this through the Meta Business Suite yourself.
Do not assume your provider has this handled. Ask directly: "When are you migrating my WABA to INR billing?" and expect a specific date, not vague reassurance. 2. Meta shifted to per-message pricing on 1 July 2025
Before this change, Meta billed by conversation — a 24-hour window per user, per category, at a flat rate regardless of how many messages you sent inside it. Since 1 July 2025, Meta bills only when a template message is delivered. Every template is billed individually based on its category (marketing, utility, authentication) and the recipient's country calling code.

3. Three "free" edge cases — two of which end on 1 Oct 2026

Free non-template messages inside the CSW — ending 1 Oct 2026
When a user messages you first, it opens a 24-hour customer service window. Today, any non-template message you send back — text, image, video, document, audio, location, contact, interactive list, reply button — is free while that window is open. From 1 October 2026, every such message becomes a paid "service message" charged at per-message rates equal to utility/authentication rates for that market.
Free utility templates inside the CSW — ending 1 Oct 2026
Today, utility templates delivered within an open customer service window are free. From 1 October 2026, these become paid — utility templates will be charged at their standard per-message rate regardless of whether a CSW is open.
Free Entry Point (FEP) windows — this one stays free
When a WhatsApp user messages you via a Click-to-WhatsApp Ad or a Facebook Page call-to-action button on Android/iOS, and you reply within 24 hours, Meta opens a 72-hour Free Entry Point window. While that FEP window is open, any message you send to that user — template or not, marketing or otherwise — is free.
For businesses that run Click-to-WhatsApp Meta Ads, this is effectively a 72-hour free-messaging pass per ad-driven contact. Almost no one designs their campaign flows around this, so it is real leverage.
4. Volume tiers for utility and authentication (as of 1 Jul 2025)
Meta launched volume tiers alongside per-message pricing: as your monthly volume of utility or authentication messages in a given country climbs, you unlock progressively lower per-message rates for messages above the tier threshold. Volume tiers apply at the business portfolio level across all your WABAs, not per WABA — so consolidating volume onto one portfolio matters.
Only charged messages count toward the tiers. The free utility templates from the section above do not accrue. Volume tiers reset at the start of every month (00:00 in your WABA's timezone).
Since 1 October 2025, Meta also fires an account_update webhook with event VOLUME_BASED_PRICING_TIER_UPDATE when your portfolio crosses into a new volume tier, so you can react programmatically.
5. India-specific pricing calendar changes to watch
- 1 January 2026: Higher marketing rate for India. Lower marketing rates for France and Egypt.
- 1 April 2026: Higher authentication- international rate for India (regular authentication rate unchanged).
- 1 October 2026: Bangladesh, Nepal, Sri Lanka move to standalone rate cards with lower utility and authentication rates but a new higher authentication- international rate. Relevant for Indian businesses selling cross-border in South Asia.
- 31 December 2026: Hard deadline for INR WABA migration for India-based partners.
- 1 January 2027: Non-INR WABAs of eligible India customers stop delivering.
Meta's pricing calendar policy means updates now only happen on the 1st of each quarter (max 4 times per year), with a minimum 1 month notice on rate changes and 6 months notice on model changes. That predictability itself is new and useful — you can plan margin protection in advance.
What to do this week
- Ask your BSP, in writing: "When exactly are you migrating our WABA(s) to INR billing, and how will you notify us when it is done?" — expect a specific date and a confirmation mechanism, not vague reassurance.
- Audit your Click-to-WhatsApp Ads flows — are you exploiting the 72-hour Free Entry Point window? Most campaigns do not, and Meta charges you templates you did not need to send.
